Taping and Finishing to a Level
Levels 0 through 5 are a ladder of coats and scrutiny: what each rung costs, what light exposes, and where a specification should stop.

The Ladder Is a Language, Not a Grade Card
Six rungs, numbered 0 through 5, cover every gypsum board surface a finisher will ever hand over. They are published as GA-214 Recommended Levels of Finish for Gypsum Board, Glass Mat and Fiber-Reinforced Gypsum Panels, developed jointly by the gypsum, wall and ceiling, interior systems and painting trade associations, and the same descriptions are carried in ASTM C840 Standard Specification for Application and Finishing of Gypsum Board. Nothing on that ladder is a quality ranking. Each rung describes a surface handed to the next trade and the coats it took to get there, no more and no less.
Read that carefully, because most site arguments about drywall are really arguments about which rung was bought. A Level 2 wall in a distribution warehouse is correct work. A Level 4 wall on a corridor lit by a continuous cove is a defect waiting for the first walkthrough, and neither the tape nor the taper is at fault. Rungs climb by coats and by scrutiny, and scrutiny is set by light and sheen long before anyone opens a bucket.
Contractually the named level is the boundary of scope. Everything the painter, the tile setter or the client wants beyond it is a variation, and the moment to say so is at tender, not at handover.
Rung 0 and Rung 1: Concealment Before Appearance
Level 0 means no taping, no finishing, no accessories. It exists for temporary construction, for board hung as a mock-up, and for areas where the final decoration has not been settled and the finish will be specified later. Hanging to Level 0 and walking away is legitimate work; hanging to Level 0 and invoicing for taping is not.
One rung up, joint tape is set in joint compound at all joints and interior angles. Surfaces are left free of excess compound, but tool marks and ridges are acceptable and the compound need not be smooth. Plenums above ceilings, attics, service corridors, shafts and other normally concealed areas sit here, and a great deal of high-rise board never climbs any higher.
Site language calls this fire taping, and the phrase causes trouble. A fire-resistance-rated assembly's joint treatment is governed by the tested design the assembly was listed under, so the rung named in the specification and the treatment the listing demands are two separate requirements that merely resemble each other on the wall. Which listings are acceptable, and how they are policed, varies by jurisdiction and by the authority having jurisdiction reviewing the submission; read the design listing and the adopted code rather than assuming Level 1 discharges the obligation.
Rung 2: Tape Buried, Ridges Tolerated
Level 2 embeds the tape and puts one separate coat of compound over all joints, interior angles, fastener heads and accessories. Surfaces are left free of excess compound, and tool marks and ridges remain acceptable. Garages, warehouses, above-ceiling space that will be seen from a lift, and the awkward one, backer board specified as a substrate for tile, all live at this rung.
Trouble here comes from that word substrate. A ridge left over a butt joint sits inside tolerance for Level 2 and well outside tolerance for a large-format tile bedded over it; the lippage surfaces three trades later and gets blamed on the setter. Where the tile is thin, large or polished, say so in the drywall specification and call for the joint left flush, or accept that the tile contractor prices a levelling pass nobody drew.
Compound choice drives both the programme and the quantity. Setting-type compound hardens chemically and can be recoated the same day; drying-type compound shrinks as water leaves it and needs genuine dry time under the temperature and ventilation conditions that ASTM C840 and the manufacturer's literature set out. Both are covered by ASTM C475/C475M Standard Specification for Joint Compound and Joint Tape for Finishing Gypsum Board. Volume per coat, and the number of coats each rung demands, is what an estimate has to reflect.
Coats are the currency of the ladder, so price the compound by rung before committing to one: run the joint and angle lengths, fastener counts and coat schedule through the joint compound take-off.

Rung 3: Texture Carries the Rung
Level 3 adds a second separate coat over the embedded tape at joints, angles, fastener heads and accessories, and the surface must now be smooth and free of tool marks and ridges. A drywall primer or surfacer goes on before decoration. The rung exists for medium- and heavy-texture finishes, sprayed or hand applied, and for heavy-grade wall coverings.
Texture disguises a plane; it does not repair a joint. A ridge under a knockdown pattern still catches light along its length, and a lap in the compound still telegraphs through, because texture varies the surface at a far smaller scale than the defect does. Anyone hoping to buy Level 4 flatness with a texture rig at Level 3 prices has misread the ladder.
Material at this rung stops being a joint calculation and becomes an area calculation. Sprayed texture consumes product across the whole surface, and consumption swings with aggregate size, nozzle, pressure and the build being targeted, so the mix and the coverage want settling before the rig is mobilised rather than after the first elevation runs short.

Rung 4: The Rung Everyone Writes
Level 4 is three separate coats over the embedded tape at joints and interior angles, two separate coats over fastener heads and accessories, all smooth and free of tool marks and ridges, with a drywall primer or surfacer before decoration. It suits flat paints, light textures and lightweight wall coverings, and that qualification is the one most specifications quietly drop.
Gloss, semi-gloss and enamel finishes over Level 4 are cautioned against in the published descriptions for a reason: sheen returns light directionally, and compound and paper face do not return it identically. A specification pairing Level 4 with a scrubbable eggshell down a daylit corridor contains its own defect report. Catch that at design review, while the fix is still a line of text.
Fasteners take one coat fewer than joints at this rung, which is precisely why dimpled screws in a raking light photograph as a grid. Setting the screw properly at hanging, dimpled and with the paper face intact, decides how well two coats cover it; a torn face never fills flat however many passes follow.
Rung 5: The Skim, and What It Buys
Level 5 takes everything in Level 4 and adds a thin skim coat of joint compound trowelled over the entire surface, or a material manufactured specifically for that purpose, followed by primer or surfacer. That skim goes on 100 percent of the area rather than on the joints alone, and the difference in covered area separates this rung's cost from every rung below it.
What the skim buys is uniformity of porosity and texture, so paper face and compound take primer and paint alike and stop reading as two materials under a low-angle light. What it does not buy is flatness. Plane comes from the framing, from board thickness and orientation, and from how the hanger dealt with a crowned stud; a skim follows the wall it is given, and a bow stays a bow.
Programme matters as much as material at the top of the ladder. A full-surface coat means a full-surface sand, dust containment for adjacent finished work, and drying across a whole elevation before primer, which puts the finisher back into rooms the schedule had already released to another trade.
What the Lighting Exposes
Critical lighting is the term of art, and it means light striking the surface at a shallow angle: wall-washers, cove and cornice lighting, downlights set close to a face, and long unobstructed glazing at either end of the day. GA-214 and ASTM C840 both caution that no level of finish will conceal every joint under severe critical light.
Ranked by how much they genuinely help, the remedies run: move or re-aim the light, drop the sheen, then climb to Level 5. That order surprises people, because the lighting layout is usually settled by a consultant after the drywall specification was written and nobody circles back to the finishes schedule.
Settle the argument with a mock-up. Finish a representative area containing a butt joint, an interior angle and a run of fasteners, light it with the actual fixtures at the actual sheen, view it from where occupants will stand, and have it signed. That panel becomes the standard of acceptance, and it closes disputes that words on a page never will.
Where a Specification Should Stop
Writing Level 5 throughout is not rigour; it is an unpriced instruction to skim cupboards and plant rooms. Zone the building by exposure instead. Feature walls, corridors with wall-washers, ceilings under skylights and anything taking a sheen above flat belong at Level 5. Ordinary occupied rooms with diffuse light and a flat or matte paint sit at Level 4. Heavy texture or heavy wall covering sits at Level 3. Substrate, service risers and back-of-house finish at Level 2 or Level 1.
Draw those zones. A hatch on a finishes plan with a legend keyed to the levels is enforceable at handover; a sentence buried in a specification clause gets argued over. Where a room changes rung mid-elevation, name the line it changes on, whether a control joint, an internal corner or a ceiling line, because a transition in the middle of an unbroken plane will show whichever rung wins.
Name the primer as well. Levels 3, 4 and 5 all call for a drywall primer or surfacer before decoration, and the dispute is rarely about whether it happens; it is about whose contract carries it. Assign it explicitly to the finisher or to the painter and the argument evaporates before it starts.
The Parts of the Wall the Ladder Does Not Grade
Levels grade joints, interior angles, fastener heads and accessories. They say nothing about whether the accessory was straight. Corner beads and trims are covered by ASTM C1047 Standard Specification for Accessories for Gypsum Wallboard and Gypsum Veneer Base and installed under ASTM C840; a bead fastened proud of the plane cannot be corrected with more coats, only floated wider, and a wide float reads as a hump that no level of finish forgives.
Outside corners take the eye first in any room, because they carry a lit edge down their whole height. Laminated double-layer assemblies add a second item the ladder ignores. Face-layer joints are offset from base-layer joints, the face layer is bonded with adhesive, and only the face joints receive the specified finish, but adhesive quantity, coverage pattern and temporary fastening all sit outside the finish level and inside the estimate. Conditions during joint treatment, minimum temperature, ventilation and the humidity the compound has to dry into, are governed by ASTM C840, GA-216 Application and Finishing of Gypsum Panels and the manufacturer's literature; required values vary by product and by jurisdiction, so read them rather than working from a figure someone remembers.
Take-off for a Graded Wall
Estimate the ladder rung by rung. Areas at different levels are different products and want separate lines, because the coat count, the covered area and the sanding all change as you climb.
- Net area split by finish level — Total walls and ceilings separately for each rung; one blended area figure hides where the cost sits.
- Joint length: flats, butts, interior angles — Butt joints and angles carry the most compound and the most rework; count them apart from tapered flats.
- Fastener heads and accessory runs — Levels 2 and 3 take one coat over fasteners and accessories, Level 4 takes two; the difference is a full pass.
- Compound type and coat schedule — Setting-type for same-day recoat, drying-type where the programme allows a full dry; both to ASTM C475/C475M.
- Level 5 skim area — Skim covers 100 percent of the surface plus a full sand, so carry it against gross area, never against joint length.
- Texture build and aggregate — Settle nozzle, pressure and target build before mobilising the rig; coverage moves sharply with aggregate size.
