An underfloor heating quote rests on a build-up, and two quotes that build the floor differently are pricing two different floors: grooved panels over the old floor under a thin compound, a new screed on insulation where the old one is dug out, or pipe between the joists under the old boards. Worth asking which one each quote assumes, how much it raises the floor at every door and at the foot of the stairs, and who deals with the step that leaves, whether by trimming doors, a strip at the threshold or resetting a bottom step.
The pipe is worth reading with its loops: how many circuits, how long each one runs, the pipe's size and its spacing, and whether those come from a heat-loss design for the room or a spacing picked for the floor alone.
