Why can't fill be placed all at once and compacted in one pass?
Compaction equipment can only effectively densify soil to a limited depth below the surface — placing fill in thin, controlled lifts ensures each layer reaches its target density throughout, rather than leaving poorly compacted material buried beneath a well-compacted surface.
Does lift thickness depend on the compaction equipment?
Yes significantly — hand tampers and small plate compactors need thin lifts (4-6 in), while large vibratory rollers can effectively compact much thicker lifts (12 in or more) depending on the material and required density.
Does this account for the material's compaction (shrinkage)?
No — this uses the specified loose lift thickness directly, which already reflects what the compaction equipment can handle in one pass, regardless of how much that lift then densifies.
