Why does pea gravel move underfoot?
Because the stones are rounded and cannot interlock. That is also why it drains so well. Edging restraint and a modest depth keep it manageable; extra depth makes walking harder rather than easier.
Can pea gravel be a driveway surface?
It is used, but it migrates under vehicle traffic and needs regular raking and topping up. Angular crushed stone stays put far better under wheels, and a bound or paved surface better still.
Does it need a sub-base?
For anything carrying traffic, yes, plus a geotextile to stop the gravel disappearing into the subgrade. For a decorative bed, a membrane below is usually enough.
