What it governs

The plumbing code for water supply, sanitary drainage, venting and storm drainage: fixture unit loading, pipe sizing, trap and vent arrangement, and the tests an installation has to pass. It sizes a system from fixture units rather than from measured demand, which is a deliberately conservative abstraction — the pipe it gives is the pipe a jurisdiction will accept, not the smallest pipe that would work.

Its scope stops at the building's connection: what happens in the main and at the treatment works is somebody else's document. Drainage fixture units and water supply fixture units are different quantities with the same name, and a value taken from the wrong table is out by a factor that looks plausible.

It governs arrangement as strictly as size. A correctly sized vent in the wrong position fails inspection, and no amount of extra pipe diameter compensates for a trap that can siphon.
