Spacing that is too wide can allow a vehicle to pass between bollards, defeating the purpose of the barrier — keeping spacing at roughly 1.2-1.5m on center is a common target for blocking vehicle passage while still allowing pedestrians through.
Why add 1 to the ceiling of length divided by spacing?
Bollards are placed at both ends of the protected frontage plus at each spacing interval in between, so the total bollard count is always one more than the number of spacing intervals.
