What it governs
The fuel gas code: pipe sizing for natural gas and propane, appliance connection, combustion air, and venting of the products of combustion. Two of its subjects fail quietly and one fails loudly.
An undersized pipe shows up as an appliance that will not reach input; combustion air and venting failures show up as carbon monoxide, which is why its venting tables are not a place for engineering judgement. It overlaps almost entirely with NFPA 54, and a jurisdiction adopts one or the other rather than both.
Its pipe sizing tables are specific to a gas, a pressure and a pressure drop. Reading a natural gas table for propane, or a 0.5 inch water column drop table for a system designed to 3 inches, gives a pipe that is confidently the wrong size.
Appliance venting is where its scope meets the manufacturer's: a listed appliance carries its own venting instructions, and where those and the code differ, the listing governs the installation.
