Why isn't there one universal seeding rate?
Seed size and germination habits vary a lot by grass species — a fine fescue seed is much smaller than a tall fescue or ryegrass seed, so the same weight covers different areas at different densities.
Overseeding vs new lawn — does the rate change?
Yes — overseeding an existing lawn typically uses a lower rate (since some grass is already there) than establishing a completely new lawn from bare soil. Check your product label for both rates.
Does soil prep matter as much as seed quantity?
