The conversion is a tangent, and the useful thing to understand is where it stops behaving intuitively. At shallow gradients percentage and degrees run almost in step; by 45 degrees the gradient reads one hundred percent, which is a 1:1 slope rather than anything approaching vertical. That is why percentages are the natural unit for drainage and ramps and a poor one for roofs. Frequently asked questions

Why does 45 degrees come out as 100%?
Because at 45 degrees the rise equals the run, and the percentage is rise over run times a hundred. A hundred percent slope is not vertical — it is a 1:1 slope. Vertical would be infinite percent, which is why percentages are only used for shallow gradients.
How many readings should I take along a run?
Several. Ground and paving are rarely uniform, and a single reading can land on a local hump or hollow. For drainage, what matters is that no section falls below the minimum, not that the average does.
Does this apply to roofs?
The maths does, but roofing convention uses rise-per-12 rather than percentages, and roofs are steep enough that the small-angle approximation between percent and degrees breaks down entirely. Use the pitch converters for roof work.
