Does ceiling height matter for tile count?
No — tile count depends only on floor area (which equals ceiling area), not room height.
Why a 5% waste allowance instead of 10%?
Drop ceiling tiles at a room's edges are often cut to fit, but the cut-off pieces are frequently still usable elsewhere along the same edge, so waste tends to be lower than solid-surface materials.
